Green Deck – A Catalyst for Vibrant Community
The environmental conditions of the area around existing Hung Hom Cross Harbour Tunnel Toll Plaza have been a big concern of society for a long period of time. Located in Hung Hom for more than 60 years, The Hong Kong Polytechnic University (PolyU) is committed to finding an innovative solution to help address the environmental issues and revitalise the district.
The Green Deck, to be built right over the Toll Plaza, would be a unique and innovative social project that will bring long-term benefits to our society. The Green Deck will connect the adjacent areas and form a landscaped platform over the vehicular traffic at the Toll Plaza.
In 2014, a preliminary feasibility study for a proposed Green Deck was carried out. Positive response has been received from the communities, District Council and the Government.
In 2020, with funding from The Hong Kong Jockey Club Charities Trust, a Project Development Study for the Green Deck project was started. The objective of the Study is to identify and resolve critical technical issues, and demonstrate that the Green Deck is technically viable to facilitate the adoption and implementation of the project by the Government. The Study is targeted to be completed in 2023.
The Green Deck will have three levels; the Deck Level comprises a landscaped park, outdoor recreational venues, indoor exhibition venue and F&B outlets (about 25,000 m2); the Mezzanine Level will accommodate an all-weather pedestrian concourse, and a variety of community facilities, retail and F&B outlets (about 13,000 m2) and an outdoor landscaped deck (about 3,000 m2); the Ground Level will continue to serve cross harbour vehicular traffic with existing bus stops converted to barrier-free and weather-protected bus waiting lounges that will enhance the bus queuing experience.
From the toll plaza, the Green Deck further extends to the waterfront to the south, where an observation deck named “The Islet” is situated. The observation deck is publicly accessible with retail / F&B facilities and offers unforgettable vantage look out onto Victoria Harbour with unobstructed panoramic view.

3. What is the current stage of the project?
In 2020, The Project Development Study for the Green Deck project had been commenced. The objective of the Study is to identify and resolve critical technical issues, and demonstrate that the Green Deck is technically viable to facilitate the adoption and implementation of the project by the Government. The Study is targeted to be completed in 2023.
4. Will the Green Deck become part of the PolyU campus?
The Green Deck is a social project for the community and is to be constructed on government land. It will not become a part of the PolyU campus. Facilities of the Green Deck are designed for use by general public.
5. What is the proposed structure of the Green Deck? What facilities does it have?
The Green Deck is proposed to have three levels and each level will accommodate different facilities:
